At the beginning of 2020, an unexpected COVID-19 epidemic has brought great impact and challenge to Professor Luo Zhi's normal work and life. On January 26, Professor Luo's husband was diagnosed with COVID-19 and began more than 50 days of hospitalization and isolation. During this period, She has written 12 consulting reports with a total of 100,000 words, conducted 21 interviews or reports on provincial, municipal and well-known media, and participated in a direct consultation with Governor Wang Xiaodong. Her investigation report and advice received great response, and her wisdom and ideas effectively participated in and promoted the systematic work of fighting the epidemic in Hubei Province and Wuhan.

After several days of zero growth, we have seen the dawn of victory in the battle against the epidemic in Hubei province and Wuhan. General Secretary Xi Jinping emphasized: "The rapid, practical, and meticulous epidemic prevention and control work cannot be relaxed, and various tasks for economic and social development must be coordinated." In the process of fighting against the epidemic and coordinating economic and social development, Professor Luo stuck to her post and contributed her intelligence, effort and efforts to the development of Hubei based on her own staff.

Contribute intelligence, actively write consulting report and provide wisdom plan

In early February, Professor Luo wrote a consultation report entitled "Suggestions on Poverty Alleviation in Hubei Province during the Epidemic" and reported it to relevant departments. In the report, Professor Luo pointed out that the severe epidemic greatly increases the risk that people who have been lifted out of poverty will return to poverty. She gave 10 Suggestions, such as "one family, one policy", giving priority to local employment, and timely and effective arrangement of medical treatment.

In the middle of February,Professor Luo Zhi cooperated with Associate Professor Xiao Guangen in two consulting reports.In the Policy Proposal on Recruiting Student dormitories of Jianghan University and other Wuhan affiliated universities to expand the admission capacity of COVID-19,they proposed the proposal and related alternatives of requisition of student dormitories of Wuhan affiliated universities for triage and isolation treatment wards for COVID-19 patients. The other article, "The focus of the work in the epidemic area of Hubei (Wuhan) is to fight the epidemic, stabilize enterprises and protect people's livelihood", they mentioned that fighting the epidemic, stabilizing enterprises and protecting people's livelihood are the main contradiction and the main aspect of the current contradiction in the epidemic area of Hubei (Wuhan). The consultation report puts forward the key work measures and gives concrete and feasible solutions. The report uses Luojia think-tank as a platform to provide scientific advice for relevant departments in fighting the epidemic.At the end of February, Professor Luo's team respectively submitted two consulting reports to the relevant government departments, namely "Epidemic Prevention and Development, both hands grasp: Policy Suggestions based on the analysis report of enterprises' operation in Hubei Province during the epidemic" and "Hubei Province, especially Wuhan, urgently needs to apply to the Central government for medium and long-term policies to help post-epidemic reconstruction ".

On the morning of March 23, Professor Luo Zhi was invited to attend the symposium of scholars and experts of decision-making Advisory Committee of Hubei Provincial Government. She held a direct dialogue with Governor Wang Xiaodong on "Stabilizing Private Enterprises is to stabilize Employment and Economy of Hubei Province" to offer Suggestions for the economic and social recovery and development of Hubei Province. She made a report to the governor from four aspects: the calculation of GDP loss and recovery period of Hubei province, the current plight of private enterprises in Hubei Province, the resumption of work of private enterprises in the past week and policy Suggestions. Professor Luo Zhi is the only scholar who is not a member of the government decision-making Advisory Committee and the only expert under the age of 40 among the five scholars present in the province.On March 26, Professor Luo zhi completed the consultation report "Impact of COVID-19 on urban poverty rate in Hubei Province: Mechanism and Policy Recommendations", which was submitted to Hubei Provincial government for adoption. According to the report, the probability of urban low-income people falling into poverty or falling back into poverty under the impact of the epidemic is probably much higher than that of rural low-income people.At the end of March, Professor Luo zhi completed the consultation report on the impact of COVID-19 on Wuhan's GDP and policy Suggestions, which was submitted to Wuhan Municipal Party Committee and Government.

Pay attention to deeply observe the epidemic area and listen to the voice of front-line personnel

At the end of February, Professor Luo Zhi and her team, together with the Wuhan Federation of industry and commerce, conducted a three-day (February 24 to February 26) questionnaire survey entitled "business situation of enterprises in epidemic situation" in Hubei Province (mainly in Wuhan City). They collected 573 enterprise questionnaires and interviews with entrepreneurs to deeply understand the survival status and operating difficulties of Hubei enterprises during the closure of the city. Based on this research, they provided policy suggestions for the economic recovery and social development of Hubei Province, especially Wuhan city. On February 29, Professor Luo Zhi's team and the Wuhan Federation of industry and Commerce jointly released the "analysis report on the operation of Hubei enterprises in the epidemic situation".

Based on the previous research results, Professor Luo began to conduct in-depth interviews with a number of enterprises and parks in Hubei, especially Wuhan, in March. Based on this, she wrote some articles: "three cases of Wuhan enterprises in the epidemic: they are most worried about the loss of customers and all hope to return to work as soon as possible", "the business account of a small and medium-sized entrepreneur in Wuhan", "Wuhan private enterprises gradually return to work, and policy relief still needs to be strengthened".

Unremitting efforts, and relying on media voice superposition scientific prevention and control power

At the end of February, "analysis report on the operation of Hubei enterprises in the epidemic situation" has attracted extensive attention of domestic media. Professor Luo has been interviewed by several well-known domestic media and platforms, such as China Newsweek, China business news and first finance and economics.

In March, Professor Luo published a number of articles in the media, including "business situation analysis and policy recommendations of Hubei Enterprises under the impact of the epidemic" (surging news, March 1), "Wuhan's economy urgently needs the support of national medium and long-term policies" (surging news, March 10), "three cases of Wuhan enterprises in the epidemic situation: most worried about the loss of customers, they all hope to return to work as soon as possible" (surging news, March 5) and "the business account of a small and medium-sized entrepreneur in Wuhan" (surging news, March 7). These analysis reports and articles have been cited and reprinted by many well-known domestic media and research institutions, such as China Newsweek (March 16), China Business Network (March 2), Southern Metropolis Daily (March 3), China Business Network (March 3, 12, 19, 25), 21st Century Business Herald (March 13), intellectual platform (March 14), Hubei TV (March 18, March 24), Anbang Research Report, China.com (February 29), Toutiao, Tencent, etc. A lot of reports have been read more than 100000 times and attracted wide attention.

On March 27, reporters from first finance and economics conducted an in-depth interview with Luo Zhi on the theme of "accelerating the recovery of economic order in Hubei Province, stabilizing private enterprises and increasing cash flow". They learned about Professor Luo's views on the impact of the epidemic on Hubei's economy, whether there will be retaliatory growth in the economy after the epidemic, the survival situation of Hubei enterprises, especially private enterprises during the epidemic period, and the main difficulties faced by Hubei enterprises in resuming work and production. Luo Zhi mentioned in the interview that the GDP loss of Hubei would be between 0.7 trillion yuan and 1.05 trillion yuan after two months of work stoppage. If the speed of returning to work is very slow, the loss will continue to expand.

Professor Luo is known as the "goddess of wisdom" by her students. In order to help win the battle against the epidemic and restore the economic and social development of Hubei Province as soon as possible, professor Luo devoted herself into it without any fatigue. No winter is insurmountable. On March 3, Professor Luo Zhi received a piece of good news -- her husband was discharged from the isolation zone smoothly and recovered. "The wheel of history is constantly evolving, and I can't say that I am a facilitator. I am just a 'little engineer' who sticks to the original aspiration and will always keep doing the right thing," said Professor Luo. Now, the impact of the epidemic is far from over, and Professor Luo Zhi's fight will continue to advance in her persistence.
